Small martingale collar for dog not 12-14 inches, just 13" at most
"I bought the size small for my dog who neck measures 11 3/4 inches. It just fits. the small collar would not fit a larger neck then 12- 13 inches. My other dog has a neck of 13" and if I expand it as large as it will go which is not easy due to the Mighty dog patch on it, I can just get it around his 13 inch neck."
